Over Rs.43 cr for Police department modernization
ITANAGAR, Mar 01: The State Government has sanctioned Rs. 43,58,91,615 to the Police Department for modernization and upgrading infrastructure of the department.
The funds have been segregated for purchase of arms and ammunitions, including sophisticated assault rifles, security up-gradation in Capital Complex by constructing sentry post, barrack, boundary wall etc. and purchase of 188 different categories of vehicles etc.
Since the main task of police is to prevent crimes and preserve the peace, Chief Minister Kalikho Pul, hoped that with the funds and welfare measures of police being looked after, the components of effective policing like preventive patrol, rapid response, criminal investigation, community policing etc. would see a major boost.
It will also help create an investors’ friendly atmosphere thus improving the economy of the state.
A peaceful State is always an attractive destination for investment, Pul said.
The CM had held a high level meeting with the DGP, Special Secretary Home and AIGP in presence of Principal Secretary Finance and Secretary Finance and discussed on modernization of the entry check gates. The Chief Minister approved for installation of a customized technology in entry check gates which would scan the vehicle, register the number plates and also record weights of loaded trucks.
On an experimental basis, he approved for installation of the technology at Banderdewa, Holongi, Bhalukpong, Sunpura and Dirag check gates in the first phase.
Reiterating his opinion of a complex which would incorporate all necessary check gates like the police, forest, mines and minerals, tax and excise, horticulture, agriculture, veterinary checkings at one location, he asked the department to work out modalities.
CM sanctioned Rs 4 crore for procurement of uniforms for police personnel which would be credited to their individual accounts.
He further directed the DGP to issue advertisements for filling up the 2022 vacant posts of police personnel immediately.
CM reminded the DGP to keep a ready team for rapid response at every entry check points, beat posts and such other vital points apart from conducting rounds by PCR vehicles 24x7 to instill sense of security amongst the denizens. He also directed that a PCR Van with the patrolling team should regularly patrol the entire stretch from the entry point of Arunachal-Assam boundary to the district headquarters.
He asked to place a fire brigade at Banderdewa PTC immediately to tackle fire accidents in and around that area as requested by the local public there.
In order to ensure a comprehensive development plan for the police department, Pul directed DGP to prepare department’s Annual Development Agenda incorporating the issues pertaining to districts, blocks and the remote police outposts.
CM directed the Finance department to urgently release Rs 10 lakhs each to DC and SPs under untied fund for meeting exigency cases in their respective districts.
Minor suffers fatal injury escaping attempted rape

ITANAGAR, Mar 01: A minor girl suffered serious spinal cord injury while trying to escape from her captor, who tried to rape her. The 14-year-old girl is admitted in a City hospital.
According to OC Women police station C N Bui, the victim had gone to the Nyokum Lapang ground here on the night of February 25 last for celebration of Nyokum festival with a friend where they came in contact with the accused identified as San Sonam Waii and his friend.
The 26-year-old accused later took the girl to Dariya Hill in the pretext of taking her home where he attempted to rape her. The victim in an attempt to save herself fell down from the cliff and sustained serious injuries in her spinal cord. The family came to know about the girl’s condition only the next day when her mother received a call from an anonymous person informing about her daughter’s state, said the OC.
A case no. 16/16 Under Section 365/354/376(1/511/325) IPC has been registered with Women Police Station against the accused who, reportedly, is a repeated offender with cases registered in Seppa and Itanagar Police stations.
The OC further shared that the accused had gone to the spot where he had left the girl the next day and seeing her condition kept her in one of the labourers quarters nearby.
“The girl had asked him to take her to the hospital but he refused and left her in one of the labourer barrack instead,” she said.
The accused, who is a married man, was arrested from his rented accommodation at Damsite, Naharlagun last Saturday and is now under police remand.
Meanwhile, when this daily contacted the mother, she informed that her child was being operated upon.
“The doctor said she had to be operated today or else it would be too late. She’s only able to move her head otherwise her whole body has gone lifeless,” informed her mother, losing hope.

Finally, after much political uncertainty, Arunachal has a new government, though it remains to be seen what is in store for the people of the state, as the Supreme Court is yet to give its final verdict on the political mess and the role of the Governor, which led to imposition of President’s Rule. We may be scratching our heads at the conundrum after coming together of unlikely partners, for now, Kalikho Pul has the magic number.
No one was surprised as history repeated itself with the MLAs switching loyalties within no time, few hours after the new chief minister took charge.
One just wishes that they had done it earlier and saved the state from embarrassment of a President’s Rule and political uncertainty that plunge Arunachal into a total indeterminate state for months together. Perhaps, not our lookout, but for sure, the expenditures at five stars hotels and guest houses in Delhi must have been rather expensive.
As the new government has taken over, the politicians in the state, in or out of power must take note of the fact that people of the state have had enough of undelivered promises, which amount to lies, underdevelopment and inability to access even the basic needs in life of a citizen.
Successive governments, with hallowed promises of changing the face of the state, has come and gone while common citizens are left to fend for themselves, devoid of roads, good educational and health facilities.
One thing that has been static all these years is procurement of unimaginably expensive cars, high raised buildings, buying land from the poor and handing out government jobs and contract work, disrespecting merit and hard work by those few at the helms of affairs. No matter how enthusiastic the citizens and those in power are, perhaps it would be foolish to expect that things, that have been a norm for decades now, will change overnight. An overhaul of system needs political motivation that will also ensure space for participation of the people. While I will take the liberty and hope for the best, the politicians, irrespective of party affiliations need to acknowledge that respect for politicians have dwindled. One may ask yours truly, but the fact remains that many citizens had welcomed the President’s Rule in the state, fed up with the politicians of the state. The only way to restore the faith of the common people is to deliver what is due to them.
The new Chief Minister has already chalked out his priority areas which among others include curbing of corruption and ensuring transparency and accountability. Tough deals, one may concur, given our history and the fact that it’s the same people.
Habits die hard so it would not be prudent to expect too much from any government but there is always hope for a welcome change, no matter how challenging the situation is.
Pasighat General Hospital needs complete overhaul, maintenance: Governor
ITANAGAR, Mar 01: Though he was impressed with the cleanliness of the Pasighat General Hospital, Governor JP Rajkhowa felt the hospital was in urgent need of a complete overhauling and maintenance.
Rajkhowa, who arrived here on a three-day visit to East Siang district on Tuesday along with the First Lady of the State Rita Rajkhowa, visited the hospital complex and inspected various facilities, including blood bank, and Opioid Substitute Therapy etc.
The Pasighat General Hospital was started as a small health unit by the Britishers in 1911. Now, the hospital with 150-bed also accommodates the Health Training and Research Centre with GNM School, ANM and HA training centre.
Being apprised of the various problems of the Hospital by the management, the Governor suggested for installation of a high power generator for lifesaving facilities and Operation Theatres. The Governor said that APEDA must be involved for providing Solar lighting system in the complex. He advised the Hospital authority to install incinerator and ensure annual maintenance checkups. He also stressed on use of more dustbins and cleanliness of toilets, washrooms and water points.
The Governor called for setting up of separate units for cardiologist and neurologist as such facilities are not available in the nearby places.
He suggested involvement of departments of Horticulture and Environment and Forests to add aesthetic values to the Hospital Campus.
The Governor asked the Deputy Commissioner to provide fund for renovation of the hospital from her untied fund.
While interacting with the trainee GNMs and ANMs, the Governor said that students must get their stipends in time and regularly.
While visiting the Jawaharlal Nehru College, Pasighat, the Governor was shocked and aghast to see the dilapidated condition of one of the premier institutes of higher education of the State.
“It is sad that such an important college of the State is in such a bad condition,” said Rajkhowa.
The Governor, who had earmarked Rs. 1 crore for the college during the Revised Estimate planning meeting, advised the College management to take up the issue of inadequate boys’ hostel and classrooms of the college at the earliest. He suggested for involvement of good architects, engineers and departments of Horticulture and Environment and Forests for beautification of the college campus.
At the request of the college management, the Governor announced to donate eight desktop monitors for the digitalization programme of the College Library.
The Governor advised the college fraternity to strive for transforming it to a deemed University or University in the future. He added that with its huge campus, it must start other streams such as management courses. He wished that the college continue to provide quality education.
Later, Amit Bose, Director of Design and Development Forum (DDF), the consultant for the Pasighat Smart City Project gave a PowerPoint presentation.
Deputy Commissioner Isha Khosla and Chief Councillor of Pasighat Municipality Dennong Tamuk briefed the Governor of the Project and preliminary works.
The Governor said that the project is pride for the State and fund must be properly utilized. There should not be diversion of fund and the project is implemented in a time bound manner, he said. He expressed dismay over non release of the allocated fund for the preliminary work of the project by the State Government.
While stressing on people’s active participation, he said that traditional lifestyle, customs and prejudice must not be affected by the project. He wished the Government of India selects Pasighat in the next phase.

Road communication a priority: MLA

PASIGHAT, Mar 01: Nari-Koyu MLA, Kento Rina on Monday assured to address the road communication problem in his constituency.
He was addressing a public gathering at Sido village community hall after inaugurating Sido village play ground in presence of a host of government officials, political leaders and local villagers.
Sido located at 50 km away from Pasighat town, is the oldest village under Ramle Banggo area. The people of the village are still waiting for road communication. It is reported that many families in the village have migrated to other places due to bad road communication.
He also inaugurated the newly constructed 5-km road linking Sido village to Mongku-Morang agriculture field under Kora circle.
The playground was developed by the MLA’s Local Area Development fund with a cost of Rs 5 lakh and the work was executed by Pasighat Public Works division. The Sodo- Mongku Morang road was constructed by Rural Works department with a cost of Rs 4.5 lakh.
Stating that education holds the main key to all development, the MLA suggested the students to concentrate in study and become responsible citizens.
Sido village Head Gaon Burah Tamat Siram in his address said the development of the playground was a long pending demand of the local people which was fulfilled after their MLA granted fund.
Workshop on gender budgeting
Strengthen the process of Gender Budgeting: Indra Malo
ITANAGAR, Mar 01: A three-day workshop on gender budgeting organized by State Institute of Rural Development under the sponsorship of Gender Budget Cell of Union Ministry of Women and Child Development commenced at SIRD conference hall on Tuesday.
Speaking on the occasion, Commissioner rural Development and Panchayat Raj, Indra Malo emphasized on the need of sensitizing all stakeholders for strengthening the process of Gender Budgeting in the State.
She said that the opportunities of women for economic, educational and social advancement are still inferior to their male counterpart. They often face barriers in availing such opportunities. Citing an example, Indra said that women entrepreneurs in the state have to depend upon private money lenders because of not flowing lot of money from the banks.
She expressed the hope that the delegates would be able to brainstorm on the aspects deliberated upon by the resource persons and come up with concrete suggestions for strengthening the Gender Budgeting in the State.
Director, Women and Child Development RT Riba in her address emphasized on the need for according special attention to women in Arunachal Pradesh, especially to reduce their vulnerability and lack of access to resources.
She said that gender responsive budget policies can contribute to achieving the objectives of gender equality, human development and economic efficiency.
She elaborated on the role of National and State Commission of Women. She also informed that Govt. of Arunachal Pradesh has made the Department of Women and Child Development as the nodal department for monitoring of gender budgeting initiatives.
The main objectives of the workshop are, to make the participants aware on the concept of gender budget, enable them to list the need and importance of gender budgeting in different development programmes in context of Arunachal Pradesh, to make them understand the concept of ‘outcome budgeting’, enabling them to suggest ways and means for incorporating gender budgeting with implementation mechanism for onwards forward to the State government.
The programme is being coordinated by Likha Kiran Kabak, Deputy Director cum Programme Coordinator Gender Budgeting at SIRDA along with Dr. Rakesh Srivastava, Deputy Director cum Sr. Core Faculty at SIRDA.
Director of Women and Child Development RT Riba, Director Rural Development Tayi Taggu, Director SIRD BJ Duia attended the inaugural function.
Representatives from Department of Women and Child Development, Arunachal Pradesh State Apex Cooperative Bank (APSCAB), DRDAs and representatives of NGOs engaged in various development interventions are attending the training.
Follow fiscal norms and guidelines: DC
YUPIA, Mar 01: Papum Pare DC Pooja Jain said that all rural development programmes are meant for empowerment of rural masses and therefore all the projects must be implemented in efficient manner keeping in line with all fiscal norms and guidelines with completion in time bound manner.
She said this while addressing the District Level Vigilance and Monitoring Committee meeting of Papum Pare for the financial year 2014-15 which was conducted on Tuesday at Yupia and organised by DRDA Papum Pare, Yupia.
Expressing her dissatisfaction over presentation of status report on projects, DC Jain said that one should take it seriously and directed all HoDs including BDOs to come with full preparation with proper synopsis supported by photographs of executed works in the next meeting on Mar 17.
The DC further suggested the executing departments to work out the convergence possibility across the department especially under projects like MNREGA which is undertaken at Gram Panchayat level so that people can take full benefits of projects.
Zilla Parishad Chairperson, Nabam Aka requested all executing departments of all centrally sponsored schemes and state plans to present the factual picture of the schemes being implemented with proper proof and documents.

Adopt Brazil model of cleaning: CM asks IMC
ITANAGAR, Mar 01: Chief Minister Kalikho Pul advised Itanagar Municipal Council (IMC) to adopt the Brazil model of night cleaning.
Interacting with a team of IMC at his office on Tuesday evening, Pul suggested it to take up the clean Arunachal mission on a holistic manner.
Assuring his full support, the CM suggested the IMC to rationalize the existing manpower and concentrate more on the busy city markets and the main roads.
On being complained about non availability of street lights, the Chief Minister immediately summoned the Chief Engineer (Power) and directed him to fix the problems. He motivated the team to have a positive approach and will power to get the things done. He asked all to shoulder the responsibility of converting Arunachal as the cleanest state in the country.
“When it comes to public interest, we should deliver our best with the limited available resources”, said Pul.
He advised the team to organize sensitization camps on cleanliness and hygiene at various locations to garner support and cooperation of the common denizens.
“There will be problems initially because of accumulated waste. But continuous process of cleaning will give a different picture besides creating a sense of responsibility in the minds of the residents,” Pul said and asked them to start the work immediately.
Earlier, the IMC team informed CM that they have 179 sanitary assistants, 18 small vehicles to lift garbage from colonies and 9 trucks to lift the rest till the dumping ground or upto the solid waste management and treatment plant at Chimpu.
Kurung Kumey ZP for action against absentee teachers
KOLORIANG, Mar 01: The 5th Zilla Parishad Session of Kurung-Kumey District held at the DC’s conference hall Koloriang on Monday decided to initiate stringent disciplinary action against absentee teachers as per guidelines, for which attendance reports have to be signed by SMC, BRC/CRC. It was also decided to include at least one PRI member in selection board for schemes and beneficiaries pertaining to Agriculture and Horticulture departments subject to provisions in guidelines.
A resolution was also passed stating that the DF&CSO, Koloriang shall supply copies of FPS owners, list of PDS beneficiaries and monthly allocation orders to respective PRI members as per devolution of powers, while the house moved another resolution to request the government regarding the paucity of fund in the district due to which the targeted development objectives for the last 2 to 3 years has been hampered.

DFP conducts outreach camp at Singchung
SINGCHUNG, Mar 01: A special outreach programme was conducted by the Directorate of Field Publicity (Ministry of Information & Broadcasting) Bomdila Unit at Singchung Village, West Kameng on Monday.
The programme aimed at sensitizing rural people on the flagship programmes of the centre.
Field Publicity Officer, DFP Bomdila highlighted the various schemes launched by the Government of India and requested the people gathered to avail maximum benefits under these schemes.
AMDO Singchung, Rinchin Tsetim Khom lauded the efforts made by the Directorate of Field Publicity in publicizing the schemes of the Govt. of India to the rural people staying in remote areas of the State. He urged the DFP to organize such type of awareness programme, more and more in future, for the betterment and greater cause of the rural masses.
Resource persons, MO, PHC Singchung, Dr. S.W Thongdok and Bank official from SBI Tenga, Abhijeet Khatia disseminated information to the villagers about the flagship programmes according to their specialization.
The programme was held in coordination with the Education Department, ICDS, PRI and local administration.
Events like awareness rally, group discussion, photo exhibition, cultural programme and theme based essay writing and drawing competition followed by prize distribution marked the daylong function.
Skills for employability training commence

ITANAGAR, Mar 1: Skills for Employability Training organised by Don Bosco Youth Centre, Itanagar in collaboration with Rajiv Gandhi National Institute of Youth Development commenced here on Tuesday.
Speaking in the programme, Director, Higher and Technical Education, Dr. Tejum Padu emphasized on the importance of skills for everyone wanting to get employed. “Communication skills are of paramount importance,” said Dr. Padu and called upon the trainees to actively take part in the training. “The drawback of Arunachal youth is the inability to speak out. Arunachalees are good in expressing themselves in Hindi compared to their most other North East counterparts. However, when it comes to speaking and expressing in English, they are lagging behind”, said Padu. He also spoke about the necessity to learn to dress well and said that dressing well may not get you a job, but dressing badly can lose you a job or even get you into trouble when you are in other metropolitan cities.
Fr. C. D. Mathai, Parish Priest, Catholic Church, Capital Complex, spoke on the necessity of young people to learn skills, especially life skills. He also spoke about the importance of skilling oneself in order to be employable. A total of 58 participants from various districts of the State will undergo training in English Fluency, Personality Development and Soft Skills for a month and on completion will be provided certificates from RGNIYD.
‘Implement Guv order against functional appointments’
ITANAGAR, Mar 01: Arunachal Pradesh Tribal Junior Engineers Service Association (APTJESA) has requested the Chief Secretary to implement the office memorandum issued by the Governor recently directing cancellation of all officiating or functional appointments and promotion on out-of-turn basis in all departments immediately.
Claiming that the PW department has not implemented the Governor’s memorandum and the state Govt is also contemplating to keep in abeyance the order on functional appointment till March 31 next, the Association said that such practice of functional appointment and out of turn promotion has badly affected the service career of junior engineers working under PWD for last 18 years.
DC’s transfer opposed
ITANAGAR, Mar 01: The Apatani Student’s Union (ASU) has today appealed to the GoAP not to transfer Lower Subansiri DC Kangi Darang from the district before completion of his term.
Strongly opposing the DC’s transfer, the Union in its release today claimed that 4 DCs have been transferred in and out of the district with an average of 7 months each, in the last three years.
‘The present DC has initiated many people-centric development activities within a short span of time and his transfer before completion of his term will hamper various ongoing schemes and plans,’ it said adding that instead of the DC, authorities should first transfer other government officers in the district who have been staying in the same place for over a decade now.
Hundreds of saplings planted
ITANAGAR, Mar 01: Hundreds of saplings were planted as part of a two-day mass awareness campaign being organized by the All East Kameng Environment & Forest Protection Development Committee (AEKE&FPDC) which concluded at Pijerang Circle on Feb 27 last.
On the inaugural day, a team AEKE&FPDC led by its chairman Taram Bagang and General Secretary Prem Mangkhia visited the forest reserve area at the Circle and planted over 200 saplings. Later, on the concluding day of the programme, the team conducted awareness campaigns at the campus of Government Middle School, Veo wherein, members of School Management Committee along with Beat Officer of Pijerang and Bana Circle, N Natung and GBs decided to protect wild animals and desist from using explosives and bleaching powder for fishing.
They also planted over 100 saplings in the school campus.
Consumer awareness at Bomdila
BOMDILA, Mar 01: Consumer awareness camp cum exhibition was organised by department of Legal Metrology and Consumer Affairs (LM&CA) at Thubchog Gatseling Monastery, near main market, Bomdila on Tuesday.
Speaking in the programme, EAC Sang Khandu said that consumer and traders are like two sides of the same coin, in the absence of consumers there can’t be traders. He urged the traders not to indulge in any unfair practices which would deteriorate the goodwill of the traders. Shopkeepers must uphold the faith of the consumers and loyalty is the best way to get shopkeepers prosperity.
Encouraging the participation of shoppers and traders, Assistant Controller, LM&CA, Tasso Gurro said that it is not to show your faults and any sort of malpractices, as it is a fact that everyone is consumer and we are entirely dependent on each other. Dealing upon the matter, he urged all to prefer for quality products and should never compromise it at the cost of consumers and to avoid sub- standard consumer items.
Earlier, Inspector LM&CA Taw Tassar informed the objectives of the camp. Bazaar secretary, Lobsang Jamba encouraged the traders to clarify their doubts and assured the department that the shopkeepers will be liable for legal action if they breach any guideline.
Meanwhile, school students Sonam Droima, Lobsang Drema, Dorjee Tsering and Tsering Pema who were given training by Assistant Controller, Tasso Gurro participated in the exhibition where they explained and interacted with the visitors.
Around two hundred shopkeepers attended the camp.
Workshop on electronic record management
ITANAGAR, Mar 01: Workshop on electronic record management for the ministerial staff of State Secretariat and Heads of Offices within Capital Complex commenced at Administrative Training Institute, Naharlagun on Tuesday.
ATI Director Pate Marik, who inaugurated the workshop, explained the importance of proper and systematic record management and keeping for quick location and identification of files/records. He hoped the workshop will help them change from paper works to paperless works.
15 staffs are attending the programme.
The workshop is being conducted with the faculty assistance of the State e-Mission Team, Department of Information Technology, Govt. of Arunachal Pradesh.
Training for Science teachers
ITANAGAR, Mar 01: A four days training programme for Science teachers of secondary level to improve and enhance their teaching skill commenced at the conference hall of State Council of Educational Research & Training (SCERT) on Tuesday.
The main objective of the training programme is to sensitize the Science teachers about the various approaches and methods of teaching Science as well as to develop specific skills among them for effective teaching and evaluation in Science at the Secondary level.
The training was necessitated by the fact that the students, especially at the Secondary level, find it difficult to understand various concepts, principles and laws of Science resulting in a low level of learning.
As many as 20 Science teachers from different districts are participating in the training programme conducted by SCERT.
PMGSY sub-contractors demand early release of payment
ITANAGAR, Mar 01: A group of sub-contractors who completed work under PMGSY –I road project from 10 km point of Bonia-Longkhow road to Maihua has sought intervention of Chief Engineer, RWD, for early release of payment for sub-contract works.
In a complaint letter to CE, ten sub-contractors alleged that despite withdrawal of huge amount amounting to crores by the attorney holder of M/s Ragia Ku Enterprises against the said project, their bills were left unpaid citing various reasons like fund shortage and non-release of sanctioned amount.
Referring to its letter submitted earlier in this regard on February 22, 2015, the Sub-contractors requested the Chief Engineer to look into their genuine grievences on priority basis to avoid any mistrust between the attorney, work supervisor and sub-contractors of the said project.
NRC celebrates National Science Day
DIRANG, Mar 01: The National Science Day was celebrated by the National Research Centre on Yak at Dirang by organising various programmes for school children from Feb 27 to 28.
Speaking at the celebration, Scientist from Department of Energy, Tezpur University, Dr. Sadhan Mahapatra spoke on energy and its different forms to generate power.
Coordinator of National Science Day programme, Dr. P.J Das said the aim to celebrate the Science Day was to impart scientific temper in the minds of people of all age groups.
Scientists of ICAR-National Research Centre on Yak organised different programme to foster the scientific temper involving school children of Kendriya Vidyalaya, Sunshine English school of Dirang, Government Secondary School, Namshu and Ramakrishna Sarada Mission Girls’ School, Khasso under West Kameng. A total of 55 school children participated in different competitions like Essay, Quiz, Science Model exhibition and extempore speech.
Certificates of merit to the best performers as well as utility items for each participant school children were distributed.
Towards clean and green Hyauliang
HAYULIANG, Mar 01: With the aim to make the Hyauliang clean and green, a cleanliness programme titled “Mera Anjaw, Clean Anjaw” was conducted on Monday.
A resolve was taken to keep all the neighborhoods clean with creation of waste pits for dry and wet wastes and soak pits in every house hold, institutions and shops.
Addressing the gathering during the programme, SMO, Dr. K K Singh informed that over 70% of the diseases and health hazard issues crop up due to improper hygiene and cleanliness.

Training on large cardamom cultivation
YINGKIONG, Mar 01: Training and practical demonstration on methods of large cardamom cultivation was conducted at Gobuk village by College of Horticulture and Forestry, Central Agriculture University, Pasighat in association with Bing Tulung MPCS, Yingkiong and the Department of Horticulture.
Besides demos, the subject matter specialist of Horticulture and Forestry, CAU, Pasighat, taught the farmers on various ways of controlling pests and diseases like Furkey, stem root and leaf blight affecting the cardamom plants.
Highlighting the economic benefits of cardamom cultivation, District Horticulture Officer B. Apum advised the villagers to grow the cash crops in large scale.
Altogether 60 members of Simong, Gobuk and Mariyang area and officers of Horticulture Department were trained about the procedures of spraying pesticides. DIPRO
Wange no more
ITANAGAR, Mar 1: Seppa East MLA Tapuk Taku has today deeply mourned the death of Guniram Wange of East Kameng, who breathed his last at Guwahati on Feb 28, after prolonged illness.
Recalling Wange as an able administrator and a great sportsperson and singer, who was also the first service holder from the district, Taku termed his sudden death as an irreparable loss to the society and the state as a whole.
While extending his heartfelt condolences to the bereaved family, he further prayed to the almighty for eternal peace of the departed soul.
Anomaly alleged in recruitment
ITANAGAR, Mar 01: The Arunachal Anti-Corruption Union (AACU) has alleged pick and choose policy in the recruitment for the post of LDC, UDC, draughtsman, PI and forest guard under Western forest circle, Banderdewa.
In its complaint letter to the chief minister, the union claimed that the authorities hid the actual post and cheated the candidates in the name of additional posts.
Holding Chief Conservator of forest (CCF) responsible for the anomaly, it has sought stern action against the officer and enquiry into the whole episode.
Nyokum celebrated with fervor
ITANAGAR, Mar 01: Nyokum was celebrated with much gaiety and traditional fervor at Jollang on Feb 26 last. Addressing a huge gathering on the occasion, Commissioner Panchayati Raj and Rural Development, Indra Malo Tana has appealed to them to maintain their age-old cultural heritage and spirit of peace and brotherhood with all.
APCC Secretary, Taba Niglo, in his address further stressed on the need to preserve the local dialect of the community.
Earlier, Celebration Committee Chairman, Byabang Raju read out the Nyokum Yullo mythology. CE Katung Wahge, Joram Lali, Bar Takum, TK Tara and Secretary Labour and Employment Kapa Kholie were also present on the occasion among others.

Implement the order in true spirit
Capital complex deputy commissioner Sandeep Kumar Singh on Monday issued fresh notice prohibiting all kinds of earth cutting whether in private or government allotted land within the Capital Complex with immediate effect till 30/10/2016. The notice warned that violators shall be imposed hefty fine. In the last two year many such notices has been issued but did not had the desired effect. Illegal earth cutting along the national highway is one of the main causes for destruction of capital road.
Also in many colonies and sectors road get destroyed due to earth cutting done by the residents. Unfortunately administration has been found to be weak and ineffective in tackling this kind of activities. What worries most is that capital administrations hardly take any suo motu action. Even though it is clearly evident that road is getting destroyed due to earth cutting, the administration does not take action citing non filing of complaints. They have the option to take suo motu action but they do not use it. Due to this no one cares about the notices issued by the district magistrate. The administration themselves are to be blamed for it. DC Sandeep Kumar Singh is known for strictly following the guidelines. Capital dwellers are hoping that new DC will ensure that prohibition order issued by him is properly implemented. The order should not remain as a piece of paper and is implemented in true spirit.

The excellent image of the endangered Red Panda and the accompanying report; Injured Red Panda rescued, recuperating at Zoo (Arunchal Times, February 29, 2016) is a welcome news. Once again kudos to Arunachal Times for keeping wildlife conservation and environmental conservation reports as high priority! It is exciting to locate Red Panda in Arunachal Pradesh once again highlighting the distribution of the species in the easternmost state of India. Once widely distributed across Nepal, Bhutan, eastern China, India and Myanmar; it is now restricted to small pockets due to rapid habit loss and habitat fragmentation across all its ranges due to severe anthropogenic pressures. The bamboo forests in which the species are heavily restricted in the southern Himalayan foothills have been seriously impacted and the Red panda breeding and foraging spaces have been seriously jeopardized. Furthermore, bush meat trade and poaching as well as capture for the illegal pet industry have been decimating the species in Asia. Less than 10,000 individuals are believed to be surviving in the wild; however, the actual number could be even less than half of that.

Our beloved Mithun

Through your esteemed daily, I would like to draw the attention of the people of
Arunachal Pradesh towards the growing need to save and protect our beloved animal-
Every year Nyokum festival is celebrated on the grounds of Arunachal Pradesh as one of the greatest festival in Arunachal Pradesh. People start preparing for this festival month before the arrival. This is the importance of the festival. Heavy crowds gather at the field and people from other states and even countries come to see it. Amidst this joy and excitement, we ignore the cry of the Mithun who for the sake of our selfish desire to preserve our tradition, have sacrificed its life since generations. And what do they even get in return, shouts from the people saying, 'Thik se kaato'...'Zor se maaro'.
Mithuns are being slaughtered in such a way that when it is not dead in a single stroke it is hit again and again by the axe on its neck. Why not? Its tradition? Not just Mithuns, during Nyokum celebration, thousands of hens are pierced in the bamboo half dead. Their suffering can be seen when they are shivering and shaking in the long bamboo sticks, their blood dripping down the bamboo and the people dance with these bamboos going round the main stage where a Mithun is tied which would be slaughtered later. People dance around the stage and the poor Mithun stares at them, little does it know its fate.
Is this how animal should be treated? Is this why it is loved so much? Is it called offering to the nature? Isn't the Mithun also a child of the Mother Nature? What are we trying to prove to our mother by destroying our own brother who seems to be weak and helpless? What example are we setting for the future of Arunachal Pradesh? Are we asking them to perform this as well when they grow up? Imagine the thousands of mithuns being slaughtered in each playground in each capital of each district of Arunachal Pradesh in spite of the alarms that Mithuns are about to extinct.
Yes, it is very important to preserve our tradition, our culture and our identity and Arunachalees are known as nature lovers. We preserve nature and its children .We worship nature and we live in harmony with the beautiful gifts of nature. This is not how we preserve our tradition, by slaughtering the animal that has nowhere else to go but Arunachal Pradesh. Now they live a life, terrified and scared and waiting for their end, not natural death but murder indeed.
I request the people of Arunachal Pradesh to join hands in protecting the animal and respect the Mithuns, if not love them.
I also hope the government shall take necessary measures to protect and preserve
our beloved animal-

This is regarding creation of 825 posts under Health department by Govt. of Arunachal Pradesh dated 31/12/2015. As per papers, recruitment process shall be completed within 6 months.
The unemployed Physiotherapists are eagerly waiting for early conduct of open and fair interview.
We got reliable source of information that the contractual staffs (Physiotherapist) of NRHM are likely to fill up by the posts without conducting open competitive examination for the posts, whereas in the guideline NRHM, it is clearly mentioned that such posts are temporary in nature and no contract staffs can claimed to be regularized. Non publications of advertisement of mentioned posts further apprehend that our information may be true.
Therefore, eligible candidates would like to request concern authority to kindly publish advertisement for the posts of Physiotherapist so that only eligible candidates may be selected and appointed through fair and competitive examination.
